Any Indonesian experts out there?
I'm pretty sure this is Indonesia Vs Macau, but I can't find any record of them playing in the late 90s, at any level.
The only photo I can find of Indonesia wearing this kit is a friendly Vs the U19s.

How on Earth have you ended up with so many samoa shirts?!
I’ve been in contact with a very kind lady at the Samoa FA. It cost a fair amount to get them over here, but is okay when split between 8 shirts. Also, the condition isn’t great since these shirts have clearly seen alot of match action.
Over the moon with these shirts, especially this Admiral one.
